Need to allow manual entry of source bias for tunes to ISAC RFQ
We were trying to be too fancy and it doesn't work. For example RF booster tunes will not have the source bias at 2.04A/Q, and we could choose to tune just to ILT:FC49 at any voltage even without hte booster. Instead just have the bias field auto-filled to 2.04A/Q as that will cover most cases but can then be changed by user if desired.
