Add a role to install and configure snmpd

Add a new role to this collection that installs snmpd and configures it based on some configuration included in the inventory variables.

The role should have integration to ensure that at least a simple default scenario (install snmpd and install a basic valid snmpd configuration) passes. Tests should cover CentOS 7, AlmaLinux 8 and 9 and Debian 11 (Bullseye).
