IOS:XCB1A East and West marked as tuneable for MCIS source
IOS:XCB1AW:VOL and IOS:XCB1AE:VOL should be marked as non-tuneable for OLIS sources not requiring them. MCIS not needing either, for instance, shouldn't have them marked as tuneable
