Finalize Docker documentation

Context

Our Docker documentation needs to help users and developers that have never used the technology before.

Summary

I expanded our Docker-related documentation and moved it to a dedicated file. I basically just added a small section to cover terminology and tried to organize things to be useful to a user that might not care about Docker beyond having it work. I added some glossary/documentation links and learning resources for readers who want to learn more.

I also changed some things around in the main README to make things flow a bit better -- this work will be completed in my next documentation branch when I add a CONTRIBUTING.md that details the Git workflow.

edit: I just added the CONTRIBUTING.md in this branch in the end

How was this tested?

Docs look ok in GitLab and in Doxygen site
